SUMMARY: Programmer Wants "root" Access

Wow, I didn't realize I would get so many responses!

In a nut shell, Casper Dik gave me the simplest answer:

"No.  IPC and shared memory do not require root access."

"root" access may be required to modify the /etc/system file.
