First of all many thanks to: Dave Miner G. Saravana Muthu Brett Thorson Wyman Eric Miles All pointed out that there is a BOOTP server running using the same port as DHCP. Indeed the HP JetAdmin S/W was causing this problem (Dave, great job!) so after commenting the bootps, bootpc entries in the /etc/services file the in.dhcpd is running now.
