SUMMARY: What dictates cN (controller numbering)?

Many many many thanks to Mr. Vipin Sharma of SUN who kindly pointed me to
/dev/cfg as the culprit. Apparently, devfsadm just "adds to it"  and the -C
option does not clear it out.
