Summary:

Thanks to all who pointed out that I was missing the SUNWhea package. 
Apparently during my JumpStart install I thought I selected the "Entire
Distribution plus OEM" but in actuality the system was missing many
required packages for whatever reason.  I just put in Solaris 8 Software
CD #2, did a pkgadd -d manually from the appropriate directory,
installed what I needed and all is well.
