All you guys...and I mean that literally, I knew it!!! It was /etc/ftpusers and the whole thing was compounded by lots of incidental problems(somebody changed an ordinary user password and didn't tell me, I must have mistyped "ftpusers" the first time since I didn't find that file...) that you all have had and don't want to hear about. I still wish there was a "things you need to know" section of the docs that would have said "oh, by the way...".
