SUMMARY: cron cant mail to local users

Several people mentioned nsswitch.conf, since the problem pointed to name
service silliness, and lo and behold, the server was set up with 'dns files'
instead of 'files dns'.  Replaced that line in nsswitch.conf, and it works
perfectly now.

Summary of problem:
cron couldn't mail job output to root, connection refused
sendmail listening only on 127.0.0.1
