I found the issue... the groupid was not correct for user smmsp in /etc/passwd. Changed it to 25 as mentioned in the error and it worked. When i checked clientmqueue it shows drwxrwx--- 2 smmsp smmsp 512 May 10 15:53 clientmqueue and is correct as per sendmail doc. I am also running sendmail submission program root 2099 1 0 May 09 console 0:04 /usr/lib/sendmail -bd -q15m smmsp 2100 1 0 May 09 console 0:00 /usr/lib/sendmail -Ac -q15m Please help to resolve this issue.
