Many thanks to several folks, but Marian Dragmomir nailed it. He provided SunSolve Document 81760, which describes the procedure for Changing Controller Numbers in Solaris 8 and above. The basic idea is to clean up the links in /dev/dsk, /dev/rdsk, and /dev/cfg The document seems to be slanted a bit towards Leadville. It says this is sufficient. I had to run devfsadm again as I'm using lpfc drivers, not emlxs, and I still have some clean up on the Veritas side, but I got the controller numbers I wanted.
