Thank you all. Most of you suggested to check if 'prngd' daemon is running or not. It turned out the ssh daemon had never started in the background from inetd. I run sshd daemon in inetd so the sshd process will not show in the system running process. With some reasons, this inetd will not start sshd (reboot, stop/start inetd). I had to go back the old way of system start/stop sshd script and ssh is working fine. Thanks again for all your help.
