The simple solution is there is no entries in /etc/ttytab for
the ttyr?s.
I put them in, did kill -1 1 and things started working again.
What confused me, is that people could log in on pseudo tty's
for which there were no specifications in ttytab, the fact that
they existed in /dev was enough.
