Summary: root file system full

As always the list comes through and saves another sysadmin.

Solution was to boot from cdrom, fix the password and shadow files,
remove the offending file in /dev, and reboot.

Wish I had time to give everyone who responded credit but time in
precious right now. I'll thank them individually.
