Thanks to the many people who responded. I was looking for a way to
test a new version of out POP server, and planned to install the
test version on a unused port for testing. Many people suggested
telnet'ing to that port, and giving the POP commands by hand. That
wasn't what I was looking for, since I wanted to be able to simulate
the interaction as my users would see it--including error messages
and the use of APOP.
Some suggestions were:

yes, you can use the netscape mail client and set
the pop server (in options: mail & news preferences)

find the Eudora FAQ. The port is uses is set in a resource.
Change the resource, change the port.
Terrific, we use Eudora, and this was just the kind of thing I wanted.
Now...how to use ResEdit (sort of a debugger/hex editor). Not so
easy. Better still, I called Qualcomm (the publisher of Eudora), and
they told me about the "Esoteric Settings" file, which enables you to
change the port setting from a menu.
