Thank you for help. The answer are:
1. Added "remote announce = 129.47.255.255" to config file so
that pc's on other segments would see the print host in their
network neighborhood.
2. on the windows 95 machine, try adding the virtual address to the
control panel->network->tcp/ip->config->WINS
