Here are some proposed formulas that worked fine:
wget -q "http://sunsolve.sun.com/private-cgi/patches/patchdiag.xref"
wget ftp://sunsolve.sun.com/pub/patches/patchdiag.xref
wget -L -l2 "http://sunsolve.sun.com/private-cgi/patches/patchdiag.xref"
